The leaders of DCNR and PRPS wanted to do all they could to meet the challenges of the economy, leadership turnover, and more as well as take advantage of opportunities such as DCNR's newly created Statewide Comprehensive Outdoor Recreation Plan and the transition to a new Governor's administration. Therefore, they asked a select group of recreation and park professionals to spend two days applying their best thinking to the development of an action plan to assist DCNR and PRPS in developing the best possible recreation and park programs and services to Pennsylvanians.
